I was under the impression that new logos needed to go through the CQ process? 
We had to do that for the new ICE logo that is on its webpage.

Board of Directors approval is required, however, for logos that incorporate 
the Eclipse Logo, or otherwise derive from it [1]. I'm not quite sure whether 
or not this logo can be considered derivative; I'm thinking that the use of 
similar colours is just evocative of it. I'll leave it to you to make the call.

Please make sure that the logo isn't violating anybody else's trademark usage 
guidelines. Does TeX have any restrictions on how their logo can be used?
