That's another idiosyncrasy. Project leads need to have logged into
projects.eclipse.org at least once.

The original logic was that the individual writing up the proposal was
usually the project lead and they would have had to have logged in to
create the proposal. This has actually been something of a corner case that
doesn't manifest all that often, so fixing it has been low priority.

I swear that I had a bug report open for this, but can't find it. So I've
created a new report to track this.
