Wayne, Thanks for the clarification. I know that Kind of inclusion does happen occasionally, e.g. with Eclipse Modeling Package, but only under certain conditions.

The short answer is yes, incubating components can be added to one of the packages. However, the viral nature of incubating branding would require that the package be labeled as "includes incubating components".
