Nimbus (our default theme) also has a loose dependency on Tango--if an  
icon doesn't exist in Nimbus, the first fallback theme it tries is  
Tango.  This was a deliberate choice--the usual fallback for other  
themes is gnome first, then hicolor.

I'd say we can drop the HighContrast-SVG icon theme for now, though--  
it's still experimental, and as such it's not (yet) the icon theme  
that's actually used by the HighContrast desktop theme.  That will  
change at some point, but then we should be able to drop the  
HighContrastLargePrint icon theme instead.
