Um, a DVD baseline will leave out a big potential userbase out in the cold. There are two problems: Bandwidth and DVD drive availability. You would not believe how many colleges in India have boxes without a DVD drive. Even though DVD drives in India are presently dirt cheap these colleges and many individuals would have got these machines 2-3 years back when DVD drives were quite expensive. In addition bandwidth here is metered and charged based on amount of data transferred, though typically midnight usage is not metered. But in general few have access to good bandwidth and having to download a DVD image will be a deterrent. I believe such characteristics might hold true for some other geographies as well. Things are changing for the better but it will still take some more time for a DVD baseline to make sense.
