Dear Muthu Ji ,
The velvet like white clump which you think is inflorescence is actually an
insect gall because.

   1. The gall has engulfed the leaf bases which a inflorescences never do.
   2. It doesnot show signs of sepals petals or such thing.
   3. Dead, dried as well as yellow leaves around the so called
   inflorescence shows the parasitic activity of the inscent beacuse it is
   feeding on the plant sap.
   4. The leaves are showing deformation due to the effect of the gall.

But the photo is good one !!!!!
