May I repeat a plea to take not just images of 'flowers' but also the foliage, as this can make a big difference in tracking down the identity of a plant. Please do not just take 1-3 photos of the flowers even if they are quite good close-ups but also habitat, habit and foliage (both upper and basal, ideally with the undersides of the leaves shown as well).
Having said that. These do appear to be a Plantago. Not many are recorded for Nepal. Of those P.erosa is the only one with records from lower elevations - down to 900m (through to 4100m).
