Nabha ji
NW Himalayas (Himachal Pradesh, Uttarakhand, Kashmir) are good places to
visit, but not in December January if you have interest in photographing
plants. Kashmir won't offer you even single flower during this period, and
others yes a few at altitudes lower than 1000 m. I had visited Kashmir last
year in June, and got little above 2500 m alt., so this year I am planning
visit in July August to cover maximum alpine plants. Next year Perhaps April
May to catch Spring flowers which are in plenty there. Andaman and Nicobars
should be a good choice perhaps during this period for you, although I have
never visited there..
