In India tribals have the right to collect from the wild unfortunately. You cant stop them. Unless there is a plan to provide plants through cultivation for their needs.Apart from tribals if others are doing so, then it is illegal because you cant collect a forest product with government permission, and government never gives permission for such. You may also cultivate and sell as per your needs and government pays subsidies as well as facilitates you for doing this. They even provide land on lease if you are interested and if they have enough land to provide in your locality. Best wishes. Pankaj
