No officially we cant send seeds or any plant or animal samples outside India without prior permissions. Secondly, its good to collect seeds from Avenue trees, but please remember that MANY OF THE AVENUE TREES PRESENT IN INDIA ARE NOT NATIVE. Please try not to sow those seeds in the wild. Pankaj
