Sepertinya error yang terjadi karena koneksi listenernya yang tidak bisa konek dengan menggunakan @dbname.
Saya perbaiki itu terlebih dahulu, setelah itu saya jalankan perintah : $ emca -config dbcontrol db -repos recreate Dan akhirnya berhasil...
