Dear Mark & Indobackpackers, Kakoak Air doesn't fly from Kupang to Dili anymore due to the lack of passengers, but there are several buses connecting the two cities (You'd better check this mailing list' database, I wrote some details about this).
You will get frustrated to make phone calls to East Timor because of poor telecommunication services. You can easily make calls from East Timor to other places outside the country, but it's almost impossible when you do the contrary.
