Just came back from Dili last week. I dont think there is flight between Kupang and Dili, there is Denpasar and Dili (Merpati) it cost USD 250-ish for one way (Indonesian have to take return flight-boooo). By land you can take Timor Travel from Kupang to Dili. it cost around Rp 180.000. Or if you miss the travel go to terminal and take Atambua bus. From Atambua you can again take Timor Travel or go to border by Ojek. There is usually bis waiting to Dili. Yes, it is hard to call to Timor Leste, but several calls made it to my cell tho. I bring my Matrix and it can go roaming in Dili. I'll try to find the number of the travel. I think I still have the ticket.
