Under the terms of the accord, the East Timor Armed Forces for National Liberation (Falintil) and the pro-integration (within Indonesia) militias, represented by their respective commanders, Xanana Gusmao and Joao Tavares, accepted that they should cease hostilities and lay down their weapons in a process still to be defined. The document specifies neither when nor to whom the arms will be delivered. Indonesian Defense Minister and Armed Forces chief Gen. Wiranto later told a press conference that the operation would take place between June 20 and July 5 and that weapons will be handed in to the Indonesian police, who are responsible for security in the territory throughout the plebiscite process. However, a source linked to the talks told Lusa that an understanding had been reached whereby the disarmament mechanisms would be decided at a later date by the Peace and Stability Commission, and by the UN Mission in East Timor (UNAMET). The resistance was unwilling to accept a weapons handover without UNAMET supervision, the source said.
