MILITARY AND POLICE SHOOT UNIVERSITY STUDENTS IN LAMPUNG. ONE DEAD

BANDAR LAMPUNG (SiaR, 28/9/99).  The Semanggi Tragedi has been repeated once
more by the military and police in front of the Bandar Lampung University
campus, Tuesday afternoon (28/9).  One student of the Lampung State
University was killed in the shooting and hundreds of others were injured.

The shooting and beatings of demonstrators began around 11:20 Western
Indonesia Time, when thousands of demonstrators from a number of
organisations in Lampung (Lampung State University Students Council, Bandar
Lampung University Students Council, the Democratic People's Party, KMPPL,
The Lampung Council of Farmers, and other organisations) planned to march to
the Lampung Regional Parliament to demand that the Emergency Laws be
revoked, the cancellation of The dual function of the Armed Forces, that
Wiranto be tried at the International Tribunal, and an investigation into
cases of violence by the military.

However, when they arrived at the UBL (Bandar Lampung University) campus, not
far from the Kedaton Military command post, security forces made up of Anti
Riot squads (PHH, Dalmas) and Mobile Brigade in full gear including shields,
batons and weapons, blocked the demonstrators.  Negotiations did not result
in agreement, when suddenly a gunfire was heard, at the same time a shower of
stones were hurled in the direction of the troops.  The troops began to
pursue the students, shooting and beating at random at demonstrators who had
already entered the campus grounds.  The troops pursued them into the campus
and attacked the students.  Students who had fallen whether by gunshots or
batons were trampled underfoot by the troops.  The incident continued until
around 16:00 WIT.

"The UBL campus has been ransacked, even into all the classrooms," said a
witness to SiaR.

Information received says that Muhammad Yusuf Rizal, a student of sociology
who entered the Faculty of Political Science at the Lampung State University
in l997, was killed by a bullet that entered his back and exited through the
neck.  Two other students are reported dead but this has not been confirmed.
Around 60 students have been seriously injured by beatings or bullet wounds
and require medical treatment.  18 people are reported to have been detained,
while scores are missing.

4. Ifan (22), resident of West Java, head injury, at the Abdoel Moeloek
general hospital
5. Budi Wahyudi (22), student at UBL, head injury as a result of beating, at
the Abdoel Moeloek general hospital.
6. A. Rozak (22), student at UBL. Head injury, treated at the Abdoel Moeloek
general hospital.
7. Agung Prasetyo (20), student at UBL. Gunshot to right thigh, treated at
Abdoel Moeloek general hospital.
8. Dika Rinaldi (24), student at UBL; shot in the back, treated at Abdoel
Moeloek general hospital
9. Erlan (24), student at UBL, head injury from beating; at Abdoel Moeloek
general hospital
10. Fitriansah (25), UB: student; gunshot to left shoulder, treated at ICU,
Abdoel Moeloek general hospital
11. Supardi, security guard at UBL. Gunshot injury, treated at the ICU,
Abdoel Moeloek general hospital.
