International Forum for Aceh (IFA), Condemns Indonesian Police and soldiers
for arresting Mr. Radhi Darmansyah, the Aceh Student Front for Reform.   We
request all International NGO's and Governments body and Nations, who
respect
Democracy and human rights to put pressure on Indonesia to immediately
release Mr. Radhi Darmansyah.   History of Indonesian attrocities in Aceh as
well as continuing torture of Acehnese in Indonesian Police Custody concerns
us about Mr. Radhi conditions very deeply.

Indonesia must release, Mr. Radhi Darmansyah, IFA partners for Human Rights
in Aceh immediately!

Subj:    FARMIDIA Sec.General arrested by police in Pidie
Statement by the Executive Board of Farmidia on 27 July 2000

At midnight Thursday, 27 July 2000, Radhi Darmansyah, the secretary-general
of Farmidia, the Aceh Student Front for Reform, was arrested by police
during a sweeping operation, in front of the Pidie police headquarters.

In a statement issued today by M. Dahlan, acting secretary general of
Farmidia, said that this arrest has  disrupted humanitarian activities
being undertaken by its activist in North Aceh and is in breach of the
Joint Understanding on Humanitarian Pause signed between the Indonesian
government and GAM which came into operation on 2 June this year.

The arrest in is clear violation of the Ground Rules for Security
Modalities jointly adopted by the two sides which entered into the Joint
Undestanding. These Ground rulles prohibit sweeps by the police without
posting in public an announcement that such an action will be undertaken
outside the police command office. The Ground Rules also prohibit the use
of firearms in sweeping operations for the purposes of intimidation.

The executive board of Farmidia strongly condemns the action taken by the
police and regrets the fact that its activist, Radhi Darmansyah, has been
held in police custody for more than 24 hours. The board also calls on the
Joint Monitoring Committee for Security Affairs to state whether permission
had been granted to the police to conduct this sweeping outside the police
command in Pidie and demands that the police take responsibility for the
arrest of Radhi Darmansyah.

The following account of the arrest has been received from Forum
Silaturrahmi Mahasiswa Aceh, FORMISA:

At around 10.30pm on 26 July,  Radhi Darmansyah, a student activist from
Ar- Raniry IAIN, member of the international commission of the SIRA
Presidium Council and Secretary-General of Farmidia, left the Suetui Banda
Aceh bus terminal together with Nasruddin Abu Bakar, a student activist
from Ar-Raniry IAIN and National coordinator for the Cease Fire Watch,
aboard a Kurnia Bus, on their way to Jakarta in connection with their
humanitarian work. When the bus arrived outside the Pidie police
headquarters in Sigli at around midnight, it was halted by a unit of Brimob
(special police) forces who were undertaking sweeping operations against
all passing vehicles and buses. Radhi Darmansyah and Nasruddin  Abu Bakar
who were sitting side by side were searched. The police found among Radhi's
possessions a Sony tape and a diary containing a record of his activities.
He was dragged out of the bus, shouted at and hit with  a riflebutt while
Nasruddin was allowed to remain in the bus. Radhi was ordered into the
police HQ for interrogation. At the time of writing this report, he was
still being held by the police for purposes of interrogation.

This account is based on a report of the incident to FORMISA by Nasruddin
Abu Bakar, who witnessed the arrest.
