Continuous queries do not operate on historical data. They only go back as far from now() as the RESAMPLE FOR <https://docs.influxdata.com/influxdb/v0.13/query_language/continuous_queries/#the-create-continuous-query-statement> clause describes.
Instead you need to use the INTO <https://docs.influxdata.com/influxdb/v0.13/query_language/data_exploration/#downsample-data> clause to backfill historical data.
