Was this an upgrade of InfluxDB? The `/var/lib/influxdb/meta/raft.db` file was removed with the 0.13 release, so it shouldn't be present in a 1.1.0 installation. Upgrading from pre-1.0 versions typically require extra steps that are documented here <http://docs.influxdata.com/influxdb/v1.0/administration/upgrading/>.
Also is this a fresh Ubuntu 16.04 installation, or was it upgraded from a previous version of Ubuntu?
