When I was at IBM we solved this problem by using sysctl and some perl
and tcl scripts.  Basically, sysctl gave us the granularity w.r.t. to
authorization and the perl and tcl scripts ran unmodified vos commands
on a trusted server (read: AFS file and/or db server).

Unfortunately, I've lost track of the availability of this stuff.
There was a paper on sysctl at the 1993 Lisa Conference and also there
were a few presentations at the 1995 Decorum conference.  You might
try contacting some of those folks.
