We're having incredibly annoying problems with mail programs
courtesty of something that changed/broke between AFS3.3a and AFS3.4a,
so I was wondering what changes happened to flock (and fcntl for that
matter) between the two releases.

1) Where does the flock live?  client? server? both?

2) When is the lock released?  (Not when should it be released, but
   when is it released.  Namely how is it that a lock is retained
   after the file is closed.)

3) For which platforms (sun4m_412, sun4m_54, alpha_osf32, hp700_ux90,
   i386_linux1, sgi_53, pmax_ul44, rs_aix32) are flock supported?

4) As long as I'm asking, did the return code for fcntl locking
   change?  I know AFS doesn't support it, but I just wanted to check
   if the return codes changed.
