AFS doesn't let you create hard links that span directories, because that
would be a way to violate the directory-level ACL's (or so the documentation
says). Personally, I always thought that was a dumb reason to disallow
cross-directory hard links (but it may be there are other reasons for this
not mentioned).
How do you get around it? Turn those hard links into soft links. I don't
think there's another way.
