Though I do not have a good understanding of the problem with locks,
perhaps the mail delivery process (procmail?) could trigger a
subsequent process which appended the individual messages into a
"normal" mailbox.  It would have to ignore locked messages, and the
process itself would have to lock the "normal" mailbox when it started
(or die otherwise).  Alternatively, all your supported MUA's could be
wrapped with a script that did a similar thing.
