You need to use vos dump and vos restore to do this.
What about moving the volumes from one partition to another? i.e.
attach the new disk, mount it as a new /vice partition, and do a
for volume in partition

This should not interrupt fileservice on the entire machine, but will
lock volumes while they are being moved. The downside is that the volumes
will be mounted under a new partition name (i.e. /vicepb instead of
/vicepa), which may or may not be important.
Otherwise, you'll have to use AFS backups and back up and restore with
the standard backup commands. This will be more time-intensive and
intrusive than the move.
