To avoid this problem, I *never* use /etc/shutdown.
Instead, I always use either "halt" or "reboot" after syncing.

If you're skittish about this, you can shut most everything down
(except the cache manager, of course) with "/etc/tcp.clean", then
"killall -", then perform the halt or reboot.
