In the original CMU implementation  IP addresses with pts ids do not
get system:authuser rights, because system:authuser means something 
different.  

The licensed software is simply protected by ACLs of the form

% fs la /afs/cs.cmu.edu/misc/softbench
Access list for /afs/cs.cmu.edu/misc/softbench is
Normal rights:
  softbench rl
  system:campushost rl
  system:authuser rl

were system:campushost is a pts group who has as a member  a pts user
who's name is 128.2.0.0
