I can't answer this one. CMU Computing Services and School of Computer Science
use a heavily modified version of the old stage system. At this point both
systems have divered again. These systems use one or more computers in
addition for performing backups using local disks for intermediate storage
of incremental dumps...This is where the "stage" name comes from...the
staging area disks.

No. The information that dump records is incomplete. Dump will only record
files found in the standard Unix directory tree which I believe will only
record the volume header files. The "invisible" AFS nodes will not be
recorded.
Lastly restore would totally confuse this.
