Yes,Yes,Yes...

I had an identical problem when I upgraded to HPUX 9.01.
The problem we were experiencing was with the Dyamic IO buffering mechanism.
Under 9.01, the kernel could use up to 100% of physical memory for I/O
buffers.  A large vos move would cause this and force other processes
( ie. volserver, fileserver ) to swap out. The resulting error was
identical to what you are seing.
If you have not done so. Generate a new kernel with nbuf=10-20% of memory.
