You could simply create a temporary mount point for the volume, set the quota
and delete the mount point again. 3-line shell script...

But thanks for the question! I was wondering how one could possibly flush 
a volume out of the cache knowing the volume ID but given that 'fs flushv' 
only takes a path name: does anybody know whether the same method would work?
How could I show that it works?

the volume could be mounted in several places...
