In the SGI port of AFS we did something a bit different.
Byte-range locks are handled locally - rather that just saying 'yes'.
This makes many programs much happier and offers at least some
protection.
GETLK first looks for a local lock then falls back and asks whether
there is a 'full' AFS lock.
