Most of the server processes, including the buserver leave their log
files in /usr/afs/logs.  Butc puts them in /usr/afs/backup instead.
Yes, this is inconsistent, but it made more sense in the earlier
versions of AFS when /usr/afs/backup held the backup database.  Tape
coordinator machines only need to be an AFS client to run butc, so
it's not clear that they will have a /usr/afs/logs directory.  On the
other hand, all coordinators used to build a database of dumps in
/usr/afs/backup.  So that seemed like a logical place to put the logs.
Now that buserver maintains a central backup database, it looks a
little odd to have /usr/afs/backup created just for two log files.
