I [d,w]on't claim to be an expert on this, but here's an idea for
you:
When you make new account, utilize the /afs/?/common/uss/uss.template
file to really do the work. Wrap a shell script around the "uss add"
call that simply grabs the correct/desired info from NIS add feeds
those into the uss call, which in term reads the uss.template file.
This wouldn't work for your passwords, obviously, but all the other
admin stuff would at least be done...
If you are REALLY serious about this (I wouldn't be, I want users to
start with new AFS passwords that HAVE NOT been sent over the network
in clear text thousands of times) I can't think of a "clean" solution
for you.

I'm not aware of any, but I'm sure some of the really big AFS sites
will have something for you.
