AFS 3.3 backup problems.

Anyone seen this kind of error?  Pointers?  Suggestions?

(on afs 3.3, pmaxen, have tokens, everything).

butc seems okay.  'backup help' works.  All other backup commands return:

#backup
udbClientInit: server or network not responding  : can't establish instance Id
backup: server or network not responding ; Can't connect to database
backup: server or network not responding ; Couldn't initialize VLDB library
#

I think I have tried all obvious things.
