I disagree.  This implies a commonality of filesystems which will be a
long time coming, if it ever exists at all.  The need is for a
standard protocol for doing mailbox manipulations which is
file-system-independent.  Protocols like POP are a beginning, and IMAP
is a much more featureful solution.  These protocols don't depend on
anything more than an IP stack, so implementations can be simpler and
more portable.
