We are in the process of developing such a tool using Tcl.  

Umich is currently running a large AFS cell with plans to move to a DFS cell 
in the future.  A Tcl-based admin tool for users will both make it easier for 
UFS users moving to AFS and ease some of the migration pains for users when
we upgrade from AFS to DFS.
