We recently discovered that tar under HP-UX 9.03 (with a what string
  of 72.14) is having trouble reading directories in AFS.  This was
  not a problem with HP-UX 9.01.  The symptom is that created archive
  files are extremely large, and contain files from the archived
  directories many times (up to 14 times in one case).

I suspect it's a seek bug, since if it were a read bug, nothing would work.
Is it only directories containing subdirectories that have this problem?
Do other programs that descend a directory tree, like 'find' for example,
exhibit the same problem?

Most versions of 'tar' use telldir/seekdir to remember where they are as
they descend the directory tree.  Very old versions may use lseek.  Seeking
in directories is a tricky business and it's possible there is some bug or
interaction between HP/UX and afs.
