There is at least one version of the xdm mods around which will not recognize
that the current groups are already the dummy groups specifiying the PAG, and
simply adds a new set to the list. That process stops after 16 (or was it
32?)
The solution is to start 'xdm' in its own PAG, i.e.
/usr/afsws/bin/pagsh -c 'exec /usr/bin/X11/xdm.afs'
