make a script that runs hourly which simply looks for a file called CellServDB
in some global directory.  If it's there, and there an accompanying Commands
file (or whatever you wanna call it), copy the CellServDB file and run the
Commands file through sh.  I basically put a new copy of CellServDB there and
then the Commands file has all the 'fs newcell' commands that need to be run
to make the changes listed in the CellServDB file.  

Just make sure root's cron runs the script.

Yah, they tell you to reboot after every change.  Not a real great solution.
