We've had problems with AFS 3.4beta and AIX 4.1.3 (and AIX 4.1.2) as 
well.  We noticed that executing an 'ls -l' sometimes fails as does the 
mkuser command.  Here's some output I sent to Transarc on 6/22 about it.

System type:  7020-1U0
 
# uname -a
AIX cecil 1 4 003064404D00
 
# oslevel
4.1.2.0

# ls -al
total 376
drwxrwxrwx   2 root     system      2048 Jun 05 11:00 .
drwxrwxrwx   2 root     system      2048 Jun 07 09:36 ..
Illegal instruction
# ls -l
total 368
Illegal instruction

ls -a and ls -F both work ok.

It seems to fail when it tries to access either user or group information 
that is not in the local /etc/passwd or /etc/group files.  Once the AFS 
login is disabled, both ls and mkuser work fine.
