This is normal cvs behaviour.  You shouldn't care about what
the inside of the repository looks like, all you should care 
about is if you checkout a new tree the file that you added
is still there.  In any event.  The attic directory is 
there for files that have either been removed, or if they
only exist on a branch and haven't been merged into the mailine
yet.  I think there are a couple of other reasons why....
