Normal behavior.  CVS will always put the file into the 'attic' when you
add the file to any branch other than the trunk.  As far as client's go, its
not a problem about 99% of the time.  I find that leftover 1% is doing a
branch-to-branch merge (aka cvs update -j lastmerge-tag -j thismerge-tag)
will sometimes not migrate over the file which is new to the other branch,
and does not exist yet in the current one..
