CVS from CVS makes it possible to select what you want to write to
CVSROOT/history
Disable logging checkouts and have fun.

Well, /etc/cvsrc still remains a good idea IMHO.
BTW, it could even be packaged with cvs (e.g. by RedHat) which is not the
case for CVSROOT/cvsrc
