Greg,

I have a simple suggestion.  You have a very clear idea of
how you would like CVS to function and what should be in
it and what should not.

Why don't you take the current CVS release tree and clone it.
Put it on your computer system, change all occurances in the
code that save CVS and make them say GCVS.

This seems to solve ALL of the problems.  Since GCVS is the
way that CVS is obviously supposed to work, everyone in the
world will jump to use your version and the old CVS branch will
start to wither away.  The crazy people that want to enhance
CVS with locking and other unnecessary features, can do so on
the old CVS branch which will keep them out of your hair.
