passwd should not be "commited" or "in the database", it should just be
an ordinary file in $CVSROOT/CVSROOT/passwd.  (There are serious
security implications to having the CVS password file managed by CVS; if
you didn't realize that, you probably don't know enough to do it
safely.)

If you give us some more details, we can probably help:  Do you have a
$CVSROOT/CVSROOT/config file?  If so, what's in it?  What version of CVS
are you running?  Are you using a $CVSROOT/CVSROOT/passwd file, system
authorization, or both?  If you are using CVSROOT/passwd, what's in it? 
If you're using system authorization, does your system use shadow
passwords?  Have you read "Trouble making a connection to a CVS server"
in the Cederqvist manual and followed it's advice?  Exactly what
commands did you try and what were the exact results?
