Andrew's proposal was:
a) allow the adding of files in subdirectories of a CVS enabled dir.
That idea appeared in this list in mail I sent before Andrew's post showed
up. You've never said that I had a good idea, so you must not be referring
to that.
b) look for ../CVS if the user does "cvs add file" in a directory which is
not CVS enabled, but go no farther.
Andrew specifically said that he did not like the idea of going any farther
than ".."

In any case, your proposal is not the ideas that Andrew expressed "fleshed
out." You're adding unnecessary baggage to what could be a simple, elegant
solution.
