Hi,

I made this mistake when i started, and to the best of my knowledge this 
isn't mentioned in the documentation.  The "passwd" shouldn't be CVS 
managed.  It should simply be a file made normally in the $CVSROOT/CVSROOT 
directory.

If you make the passwd file CVS managed then it only creates a "passwd,v" in 
the repositry and not a "passwd" file- which is what CVS looks for.  I 
believe this measure is for security reasons (ie. clients can't check out 
your passwd file!).
