        Unlike many of the files in @file{$CVSROOT/CVSROOT}, it
        is normal to edit the @file{passwd} file in-place,
        rather than via @sc{cvs}.  This is because of the
        possible security risks of having the @file{passwd}
        file checked out to people's working copies.  If you do
        want to include the @file{passwd} file in checkouts of
        @file{$CVSROOT/CVSROOT}, see @xref{checkoutlist}.
