Sounds like you don't have the command quite right in inetd.conf.  You
want something like the following:

        cvspserver stream tcp nowait root /usr/bin/env env - /usr/local/bin/cvs -f 
--allow-root=/usr/cvsroot pserver

(Note that you need "env" twice, rather than "cvs".  Also note that env
may or may not be in /usr/bin on RedHat, make sure you've got the right
path.)

It seems they know something -- I've heard reports that they are
patching CVS (in at least one case incorrectly) to deal with the
problem, but they've not contacted us (the CVS developers) to discuss
the problem or potential fixes.  At the moment, I'm convinced that inetd
should be fixed, but I'm willing to be convinced otherwise -- so far,
I've heard no justification for the current behavior.
