It is part of CVS, but it's possible to build CVS without the client
and/or server support.  (Whether they're included by default depends on
whether configure can find the networking functions it needs or not.) 
Since we now know for sure that your CVS does support pserver, the
problem must be a mistake in your inetd config file.  You wouldn't
happen to have a control character (like a <CR>) at the end of the line,
would you?
