Part of the "deal"(/contract/agreement) you have to make with yourself
and your developers when converting to a new source code control tool
such as CVS is that *MUST* change.  You're going to have to force your
users to work only in their own workspaces if they're to use CVS.  If
you can't do that then you're going to have one heck of a hard time
making any sensible use of CVS and you should probably just stick with
SCCS (you don't say why you've changed and if there's no concrete reason
then SCCS is just as good as any other and you should keep using it,
converting to GNU CSSC if your only excuse was that your SCCS server was
replaced by a system not offering it).  I still use SCCS and/or RCS to
manage system configuration files in /etc, for example (even if I'm the
only person managing the system).
