try this:
telnet host.domain 2401
If you see the message
Escape character is '^]'
and then press a key and get the message
cvs [pserver aborted]: bad auth protocol start:
then it's working. If not, your admin might be blocking something
somewhere else. Can't know any more than that without probing your
network.
